No. It's meant for more "private" (read: for those who don't like being in direct view of the bar) dining, though there is also a dining area attached to the bar side (where a small live stage is at the back). There also a separate entrance for just the lounge, though you can move freely between sides. Additionally, the lounge side is sometimes reserved for parties, so it is (occasionally) occupied unless you are part of the group.
